USMS Contractor Charged with Coercion and Enticement of a Minor

On December 17, 2025, a former USMS Contractor assigned to the Information Technology Division (ITD) in Virginia was found guilty on one count of sexual exploitation of children and five counts of coercion and enticement following a bench trial on December 8, 2025. Michael Logan Bourne was charged in the Eastern District of Virginia. According to the criminal complaint in support of the memorandum opinion and verdict, between August 18, 2022, and August 19, 2022, Bourne committed a violation of coercion and enticement of a minor within the Eastern District of Virginia. The investigation is being conducted jointly by the OIG’s Washington Office and Federal Bureau of Investigation.
