Three Big Sandy Employees Indicted for Civil Rights Violations

On June 24, 2022, a BOP Captain’s Secretary assigned to the United States Penitentiary Big Sandy in Inez, Kentucky, was arrested following an Indictment charging him with two counts of civil rights violations and two counts of falsifying a document with intent to obstruct a federal investigation.  Clinton Pauley was indicted in the Eastern District of Kentucky.  According to the Indictment, on or about April 29, 2021, Pauley willfully deprived an inmate of rights to be free from cruel and unusual punishment by assaulting the inmate in the lieutenants’ office, and then falsified a document with intent to obstruct the OIG investigation by writing an internal memorandum intended to cover up the assault of the inmate.  Also according to the Indictment, on or about March 26, 2021, Pauley willfully deprived an inmate of rights to be free from cruel and unusual punishment by assaulting the inmate while being escorted away from the lieutenants’ office, and then falsified a document with intent to obstruct the investigation of the assault by writing an incident report intended to cover up the assault of the inmate.  The investigation is being conducted by the OIG’s Lexington Domicile Office and the FBI.

On June 24, 2022, a BOP Lieutenant assigned to the United States Penitentiary Big Sandy in Inez, Kentucky, was arrested following an Indictment charging him with one count of tampering with a witness and one count of falsifying a document with intent to obstruct a federal investigation.  Kevin Pearce was charged in the Eastern District of Kentucky.  According to the Indictment, on April 29, 2021, Pearce directed a BOP subordinate employee who witnessed an assault of an inmate to write a false report, and Pearce falsified a document with intent to obstruct the investigation of the assault by writing a memorandum intended to cover up the assault of the inmate.  The investigation is being conducted by the OIG’s Lexington Domicile Office and the FBI.

On June 6, 2022, a BOP Case Management Coordinator assigned to the United States Penitentiary Big Sandy (USP Big Sandy) in Inez, Kentucky, was arrested following an Indictment charging him with one count of civil rights violations, one count of tampering with a witness, and one count of falsifying a document with intent to obstruct a federal investigation.  Samuel Patrick was charged in the Eastern District of Kentucky.  According to the Indictment, on or about April 29, 2021, Patrick willfully deprived an inmate of rights to be free from cruel and unusual punishment by assaulting the inmate in the lieutenants’ office, pressured a BOP employee who witnessed the assault to write a false report, and falsified a document with intent to obstruct the investigation of the assault by writing an internal memorandum intended to cover up the assault of the inmate.  The investigation is being conducted by the OIG’s Lexington Domicile Office and the FBI.
