Non-DOJ Individual Pleads Guilty to Conspiracy to Commit Access Device Fraud and Aggravated Identity Theft

On July 22, 2025, non-DOJ individual, Cristian Restrepo, pleaded guilty in the Southern District of Florida to one count of conspiracy to commit access device fraud and one count of aggravated identity theft.  According to the factual statement in support of the guilty plea, from in or about December 2023, through on or about February 22, 2024, Restrepo conspired with another non-DOJ individual, Tonianne Christal Alicia Dixon, and a then DOJ employee, Lesley Pasquet, to purchase personal identification information (PII) of multiple victims and use the information to commit tax and unemployment insurance fraud.  The investigation is being conducted by the OIG’s Miami office.
