On April 4, 2023, a former BOP inmate at the Metropolitan Correction Center (MCC) in Chicago, Illinois, was sentenced to 10 months of imprisonment for one count of conspiracy to provide contraband to inmates. Carlos Fuentes was sentenced in the Northern District of Illinois. According to the factual statement in support of the guilty plea, from in or about March 2017 through in or about September 2017, Fuentes conspired with Rafael Lizak, a former BOP Correctional Officer at the MCC, and inmate Guadalupe Zamora to smuggle synthetic cannabinoids, cigarettes, and cell phones into the MCC for Fuentes and other inmates in exchange for money. On September 1, 2020, Lizak was sentenced to 25 months imprisonment in the Northern District of Illinois for accepting bribes, and on August 24, 2020, Zamora was sentenced to 14 months imprisonment in the Northern District of Illinois for making bribe payments to Lizak. The investigation was conducted by the OIG’s Chicago Field Office and the FBI.
