On March 14, 2022, two former BOP Contract Correctional Officers assigned to the Rivers Correctional Institution in Winton, North Carolina, were arrested following an Indictment charging each with one count of bribery of a public official and one count of introduction of contraband. Kamel Smallwood and Twonisha Sykes were indicted in the Eastern District of North Carolina. According to the Indictment, from in or about January 2019 through in or about March 2019, both Smallwood and Sykes accepted monetary payments in return for smuggling tobacco and tattoo ink into the prison. The investigation is being conducted by the OIG’s Washington Field Office, with forensic assistance provided by the OIG’s Cyber Investigation Office.
