On June 30, 2021, a BOP Correctional Officer previously assigned to the Federal Correctional Institution in Dublin, California (FCI Dublin), was arrested following a criminal complaint charging him with one count of sexual abuse of a ward. Ross Klinger was charged in the Northern District of California. According to the complaint, between in or about April 2020 and in or about October 2020, Klinger had sexual intercourse with one inmate approximately five to six times in a storage warehouse at FCI Dublin. The complaint further alleges that Klinger had sexual intercourse with a second inmate in a Conex box, which is a type of shipping container, on FCI Dublin’s campus, while another inmate acted as a lookout. Klinger allegedly told both inmates separately that he wanted to marry them and father their children. According to the complaint, Klinger also gave money to Victim 1’s mother to place in Victim 1’s Commissary account, gifts to Victim 1’s child, and money and gifts to Victim 2’s friend to provide to Victim 2. The investigation is being conducted by the OIG’s San Francisco Area Office and the FBI, with forensic assistance provided by the OIG’s Cyber Investigations Office.
