On May 7, 2026, a BOP Water Operations Supervisor assigned to the Federal Correctional Institution Phoenix (FCI Phoenix) in Arizona pleaded guilty to two counts of promotion of gambling. Alejandro Montemayor pleaded guilty in the Arizona Superior Court in the County of Maricopa. According to the factual basis in support of the guilty plea, from on or about August 4, 2022, through on or about August 7, 2022, Montemayor did knowingly conduct, organize, and manage an illegal gambling enterprise which involved illegal raffles for firearms. The investigation is being conducted by the OIG’s Denver Office, the ATF, and the Arizona Department of Gaming.
