On February 11, 2026 a BOP inmate pleaded guilty to one count of bribery. Patrick Kirkman was charged in the Northern District of Georgia. According to the guilty plea, from about June 2018 and continuing to about February 2019, Kirkman gave another inmate $5,000 with the intent that it would be used to pay BOP Maintenance Supervisor Patrick Shackelford to smuggle contraband into USP Atlanta. Shackelford, along with two other BOP inmates were also charged. The investigation is being conducted by the OIG’s Charleston Locale and the FBI.
