On October 21, 2026, a BOP Health Services Administrator assigned to the Federal Medical Center (FMC) Carswell in Fort Worth, Texas, was arrested following a criminal complaint for sexual abuse of a ward. Phillip Anthony Viscon was arrested pursuant to a warrant issued by the Northern District of Texas—Fort Worth Division. According to the criminal complaint, Viscon knowingly engaged in a sexual act with an inmate who at the time was in official detention and under his custodial, supervisory, or disciplinary authority. The investigation is being conducted by the OIG’s Dallas Office with assistance from the FBI; investigative analysis was conducted by Investigative Analyst from the OIG’s Dallas Office.
