Non-DOJ Individual Charged with Bribery of a Public Official and Providing Contraband to a Federal Inmate of a Correctional Facility Operating Under a Contract with the United States Marshals Service

On November 9, 2020, a non-DOJ individual and associate of a federal inmate of the Northeast Ohio Correctional Center (NEOCC) was indicted on one count of providing contraband to an inmate and one count of bribery of a public official.  Bridgett Lumsden was charged in the Northern District of Ohio.  The NEOCC operates under a contract with the United States Marshals Service for the safekeeping of federal pre-trial detainees.  According to the Indictment, from on or about November 13, 2017, through on or about November 7, 2018, Lumsden provided a NEOCC Correctional Officer (CO) approximately $20,550 in payments via a mobile payment application to induce the CO to smuggle contraband cellular phones to inmates at NEOCC.  The investigation is being conducted by the OIG’s Chicago Field Office, the Cyber Investigations Office, and the FBI.
