Nine Boston Police Officers Arrested For Overtime Fraud Scheme

On September 2, 2020, a Boston Police Department Lieutenant, two Sergeants, and six Officers assigned to the Evidence Control Unit were arrested following an Indictment charging each with one count of conspiracy to commit theft concerning programs receiving federal funds and one count of theft concerning programs receiving federal funds.  According to the Indictment, from in or about May 2016 through in or about February 2019, the defendants routinely departed overtime shifts one or more hours early but submitted false and fraudulent overtime slips claiming to have worked the entirety of each shift.  The defendants caused Boston Police Department to pay in excess of $200,000 to the defendants for overtime hours that the defendants did not work.  Lieutenant Timothy Torigian received nearly $43,000 for overtime hours he did not work; Sergeant Robert Twitchell, Sergeant Gerard O’Brien, and Officer Henry Doherty each received over $25,000 for overtime hours they did not work; Officers James Carnes and Diana Lopez each received over $20,000 for overtime hours they did not work; and, Officers Michael Murphy, Ronald Nelson, and Kendra Conway each received over $16,000 for overtime hours they did not work.  The investigation is being conducted by the OIG’s Boston Area Office and the FBI.
