On September 05, 2025, the former Executive Director of Siren Eaton Shelter, a nonprofit organization that receives grants from the Department of Justice’s Victims of Crime Act (VOCA) program and other federal agencies, was arrested following an Indictment charging her with one count of theft from a program receiving federal funds. Teri Looney was indicted in the Western District of Michigan. According to the Indictment, Looney embezzled $95,193 from Siren between June 2021 and May 2023. The investigation is being conducted by OIG’s Detroit Office with assistance from the U.S. Department of Housing & Urban Development OIG and the Michigan Attorney General’s Office.
