Former DOJ Contractor Pleaded Guilty to Wire Fraud

On August 30, 2023, a former DOJ Contractor pleaded guilty to one count of wire fraud.  Jack Kidd pleaded guilty in the Western District of Texas.  According to the factual statement in support of the guilty plea, from in or about December 2010 through in or about July 2021, Kidd overbilled the Bureau of Prisons (BOP) $23,064,985, of which $11,397,374 is within the relevant statute of limitations period, for the sale of natural gas to USP Canaan in Waymart, Pennsylvania, and FCI Aliceville in Alabama, by overstating the amount of natural gas the BOP used.  According to the plea agreement, Kidd agreed to make restitution in the amount of at least $11,397,374 and that the United States may seek a pre-judgement writ of garnishment from specified accounts.  The investigation is being conducted by the OIG’s Fraud Detection Office with assistance from the OIG’s El Paso Area Office and Cyber Investigations Office.
