On November 24, 2020, a former Vocational Rehabilitation Counselor for the District of Columbia was sentenced to twelve months and one day of incarceration and twelve months supervised release, and ordered to pay restitution in the amount of $882,491, for one count of conspiracy to commit mail fraud. Eugenia Rapp was sentenced in the District of Columbia. According to the factual statement in support of the guilty plea, from in or about November 2012 through in or about November 2016, Rapp conspired with others to defraud the government by fraudulently awarding vocational rehabilitation benefits to ineligible individuals, including family and friends. The investigation was conducted by the OIG’s Washington Field Office and the FBI.
