Former BOP Vendor Debarred from Government Contracting

On April 27, 2023, one individual and one company were debarred, for a period of 3 years, by the Department’s Debarment Official from contracting with any agency of the executive branch of the Federal Government and receiving certain government benefits.   Federal Foods Corporation and its owner, Edgar Porras, were both debarred.  According to the Notice of Debarment, the debarment was based on Porras’s October 17, 2022 conviction in the United States District Court for the Central District of California for bid rigging.  According to the factual statement in support of the guilty plea in the criminal case, Porras participated in a conspiracy to rig bids to obtain contracts from the BOP to supply food for BOP facilities.  The investigation was conducted by the OIG’s Fraud Detection Office with assistance from the OIG’s Los Angeles Field Office and Cyber Investigations Office.
