Former BOP Contractor Charged With Accepting Bribes In Exchange For Smuggling Contraband

On June 24, 2026, a former BOP contract Dental Assistant previously assigned to the Federal Correctional Institution Otisville (FCI Otisville), in New York, was arrested following a Complaint charging her with one count of bribery, one count of providing contraband in prison and one count of conspiracy to provide contraband in prison. Terri Lynn Outer was charged in the Southern District of New York. According to the Complaint, from in or about January 2024 through in or about August 2025, Outer conspired with others, solicited and received more than $163,000 in bribe payments in return for smuggling contraband into FCI Otisville, including marijuana and tobacco, and provided the contraband to inmates. The investigation is being conducted by the OIG’s Boston Office; forensic assistance was provided by the OIG’s Cyber Investigations Office.
