Former BOP Case Management Coordinator Pleaded Guilty to Deprivation of Rights Under Color of Law

On February 22, 2023, a former BOP Case Management Coordinator previously assigned to the United States Penitentiary Big Sandy in Inez, Kentucky, pleaded guilty to two counts of deprivation of rights under color of law.  Samuel Patrick pleaded guilty in the Eastern District of Kentucky.  According to the factual statement in support of the guilty plea, on or about April 29, 2021, Patrick took an inmate to the ground and elbowed him repeatedly in the head, out of anger and not due to any legitimate correctional purpose, after the inmate had been escorted to the Lieutenant’s Office seeking protective custody.  The factual statement further states that on April 29, 2021, Patrick and other BOP employees unlawfully agreed to cover up the April 29, 2021 assault by, among other things, writing false memoranda that omitted mention of the assault.  Also according to the factual statement, on or about March 30, 2021, Patrick assaulted another inmate in a housing unit with oleoresin capsicum spray, without any legitimate correctional purpose.  The factual statement further states that on or about March 30, 2021, Patrick wrote a false incident report about the March 30, 2021 incident.  The investigation is being conducted by the OIG’s Lexington Domicile Office and the FBI.
