On November 17, 2025, Alejandro Montemayor, a BOP Water Operations Supervisor assigned to the Federal Correctional Institution Phoenix (FCI Phoenix) in Arizona, was arrested following an Indictment charging him with one count of conspiracy, one count of illegal control of an enterprise, and five counts of promotion of gambling in Arizona Superior Court in the County of Maricopa. According to the Indictment, from on or about February 18, 2022, through on or about May 31, 2024, Montemayor operated a Federal Firearms Licensed business that conducted illegal trafficking and promotion of firearms. The investigation is being conducted by the OIG’s Denver Office, the Arizona Department of Gaming, and the ATF.
