BOP Safety Administrator Indicted for Sexual Abuse of an Inmate

On September 29, 2022, a BOP Safety Administrator assigned to the Federal Correctional Institution in Dublin, California was charged via superseding Indictment with two counts of sexual abuse of a ward and four counts of abusive sexual contact.  John R. Bellhouse was charged in the Northern District of California.  According to the superseding Indictment, from in or about December 2019 through in or about December 2020, Bellhouse engaged in multiple sexual acts with three inmates who were at the time in official detention and under his custodial, supervisory, and disciplinary authority.  Bellhouse was previously arrested on December 2, 2021, following a criminal Complaint charging him with one count of sexual abuse of a ward.  Bellhouse was also previously indicted on February 17, 2022, with one count of sexual abuse of a ward.  The investigation is being conducted by the OIG’s Los Angeles Field Office and the FBI, with forensic assistance from the OIG’s Cyber Investigations Office.
