BOP Inmates Charged with Possession of Contraband in Prison

On July 27, 2026, eight BOP inmates currently assigned to separate institutions at the Federal Correctional Complex Beaumont (FCC Beaumont) in Texas, were charged with one count of possession of contraband in prison. Terral Blackwell, Toan Tran, Roderick Stills, Rudolph Tatum, Gene Rudolph, Andre Powers, Elijah Pennington, and Dawnta Mitchell were charged in the Eastern District of Texas, Beaumont Division. According to the information’s, all eight inmates were found and subsequently admitted to possessing cell phones which were located during an OIG led initiative conducted within the FCC Beaumont Medium and Camp facilities during the week of March 2, 2026. The investigation is being conducted by the OIG’s Houston Office.
