BOP Contract Detention Officer, former BOP Contract Detention Counselor, Four Non-DOJ Individuals, and Seven Inmates Being Held at USMS Contract Facilities Indicted and Arrested for Conspiracy to Possess with Intent to Manufacture, Distribute and Dispense a Controlled Substance Analogue and Conspiracy to Commit Money Laundering

On February 14, 2024, a Core Civic Detention Officer and a former Core Civic Detention Counselor employed at the Cimarron Correctional Facility, a USMS contract facility located in Cushing, Oklahoma, four non-DOJ individuals, and seven inmates were indicted on one count of conspiracy to possess a controlled substance and one count of conspiracy to commit money laundering.  Detention Officer Amber D. Smith and former Detention Counselor Christopher Julian, along with inmates Bobby Lynn Haliburton, Tyler Joseph Gatten, Damien Demond Brown, Dalton Scott Lowrie, Michael Ian Gibson, Carlos Daniel Rios; and non-DOJ individuals Samantha Reyes, Kaci Michelle Robinson, Sandra Kay Coker, and Tyler Michael Godfrey were indicted in the Eastern District of Texas. On February 22, 2024, Smith, Julian, Reyes, Robinson, Coker, and Godfrey were arrested on the Indictment.  According to the Indictment, from in or about January 2022 and continuously thereafter, Detention Officer Amber D. Smith and former Detention Counselor Christopher Julian, along with inmate Bobby Lynn Haliburton and non-DOJ individual Samantha Reyes, knowingly and intentionally combined, conspired, and agreed with each other to knowingly and intentionally possess with the intent to distribute mixtures or substances containing detectable amounts of a Schedule 1 controlled substance and attempted to conduct financial transactions affecting interstate and foreign commerce that involved the proceeds of unlawful activity.  In addition, according to the Indictment, from in or about January 2022 and continuously thereafter, inmates Tyler Joseph Gatten, Damien Demond Brown, Dalton Scott Lowrie, Michael Ian Gibson, and Carlos Daniel Rios and non-DOJ Individuals Kaci Michelle Robinson, Sandra Kay Coker, and Tyler Michael Godfrey knowingly and intentionally combined, conspired, and agreed with each other to knowingly and intentionally possess with the intent to distribute mixtures or substances containing detectable amounts of a Schedule 1 controlled substance and attempted to conduct financial transactions affecting interstate and foreign commerce that involved the proceeds of unlawful activity  The investigation is being conducted by the OIG’s Dallas Office, USPIS, FBI, DEA, IRS-CI, and USMS.
