Former BOP Warden Indicted Pursuant to a Superseding Indictment for Sexual Abuse of a Ward, Abusive Sexual Contact, and False Statements

On August 23, 2022, the former BOP Warden assigned to the Federal Correctional Institution in Dublin, California, was charged via superseding Indictment with three counts of sexual abuse of a ward, four counts of abusive sexual contact, and one count of making false statements to a government agency.  Ray J. Garcia was charged in the Northern District of California.  According to the superseding Indictment, from in or about December 2019 through in or about July 2021, Garcia engaged in multiple sexual acts with three inmates who were at the time in official detention and under his custodial, supervisory, and disciplinary authority, and then made false statements to the OIG and the FBI by stating he had never asked inmates to be undressed for him and he had never touched an inmate inappropriately.  Garcia previously self-surrendered on September 28, 2021, following a criminal Complaint charging him with one count of sexual abuse of a ward.  Garcia was also previously indicted on November 2, 2021 with two counts of sexual abuse of a ward.  The investigation is being conducted by the OIG’s Los Angeles Field Office and the FBI, with forensic assistance from the OIG’s Cyber Investigations Office.
