On September 3, 2020, an OJP Intergovernmental Affairs Specialist pleaded guilty to one count of peeping or spying into a dwelling or enclosure and one count of indecent exposure. Kevin Norton pleaded guilty in the Fairfax County Juvenile and Domestic Relations District Court. Also on September 3, 2020, Norton was sentenced to twelve months of imprisonment (six months suspended) for indecent exposure, twelve months of imprisonment (twelve months suspended) for peeping, and two years of active probation; ordered to attend sex offender evaluation and treatment; prohibited from having contact with the victim and the victim’s family; and banned from the location where the offense occurred. According to court documents, on or about August 14, 2019, Norton used an aperture to peep or spy into a restroom for the purpose of viewing a nonconsenting person and exposed himself to the victim with lascivious intent. The investigation was conducted by the OIG’s Cyber Investigations Office and the Fairfax County Police Department.
