Former Federal Bureau of Prisons Warden Found Guilty of Sexual Abuse of a Ward, Abusive Sexual Contact, and False Statements

On December 8, 2022, the former BOP Warden assigned to the Federal Correctional Institution in Dublin, California, was found guilty of three counts of sexual abuse of a ward, four counts of abusive sexual contact, and one count of making false statements to a government agency, after an eight-day trial by jury.  Ray J. Garcia was found guilty in the Northern District of California.  According to the evidence presented at trial, from in or about December 2019 through in or about July 2021, Garcia engaged in multiple sexual acts with three inmates who were at the time in official detention and under his custodial, supervisory, and disciplinary authority, and then Garcia made false statements to the OIG and the FBI by stating he had never asked inmates to be undressed for him and he had never touched an inmate inappropriately.  The investigation is being conducted by the OIG’s Los Angeles Field Office and the FBI, with forensic assistance from the OIG’s Cyber Investigations Office.
