On May 16, 2022, the former Executive Director of the Jesse Cosby Neighbor Center (JCNC) in Waterloo, Iowa, was charged by Information with one count of wire fraud. Jesse Henderson was charged in the Northern District of Iowa. According to the Information, from in or about July 2017 through in or about May 2021, Henderson used and misappropriated at least $71,483 of JCNC funds, including DOJ grant funds, for his own purposes and to support his gambling addiction and personal expenses. Also according to the Information, in an attempt to conceal his fraud, Henderson redeposited cash into the JCNC accounts, but those amounts did not exceed $12,471. The investigation is being conducted by the OIG’s Chicago Field Office and the Iowa Division of Criminal Investigation.
