Former Boston Police Officer Pleads Guilty in Overtime Fraud Scheme

On June 16, 2021, and June 17, 2021, respectively, a police officer with the Boston Police Department (BPD) and a former Boston Police Sergeant, both previously assigned to the BPD’s Evidence Control Unit, pleaded guilty to one count of conspiracy to commit theft concerning programs receiving federal funds and one count of theft from a program receiving federal funds.  Officer Diana Lopez and former Sergeant Gerard O’Brien pleaded guilty in the District of Massachusetts.  According to the plea agreements, O’Brien and Lopez both pleaded guilty to counts one and two of the Indictment, which stated that from in or about May 2016 through in or about February 2019, O’Brien and Lopez conspired with others to submit and submitted false and fraudulent overtime slips for overtime hours that they did not work.  The investigation is being conducted by the OIG’s New Jersey Area Office.
