On April 7, 2023, a former BOP Correctional Officer previously assigned to the Federal Correctional Complex in Lompoc, California, was sentenced to 6 months of home detention, which may include location and alcohol monitoring, and 3 years of supervised release, as well as ordered to pay restitution in the amount of $20,250.78 to am American Federation of Government Employees (AFGE) Local Union for one count of wire fraud. Roger Harris, who retired from the BOP during the OIG investigation, was sentenced in the Central District of California. According to the factual statement in support of the guilty plea, from an unknown date through on or about October 5, 2015, Harris, while President of the union, submitted claims for reimbursement utilizing falsified receipts and invoices. As a result of his fraudulent scheme, Harris defrauded the local union of approximately $36,150.78, but later repaid $15,900. The investigation was conducted by the OIG’s Seattle Domicile Office and the U.S. Department of Labor OIG, with forensic assistance provided by the OIG’s Cyber Investigations Office.
