Former BOP Correctional Officer Sentenced for Deprivation of Rights Under Color of Law

On August 29, 2023, a former BOP Correctional Officer assigned to the Metropolitan Detention Center in Guaynabo, Puerto Rico, was sentenced to 24 months of probation for one count of deprivation of rights under color of law.  Emilio Rodríguez-Arroyo was sentenced in the District of Puerto Rico.  According to the factual statement in support of the guilty plea, on or about November 8, 2021, Rodríguez-Arroyo, while acting under color of law, struck an inmate in the face while the inmate was handcuffed behind his back and shortly after Rodriguez-Arroyo had deployed pepper spray into the area of the inmate’s face.  The investigation was conducted by the OIG’s Miami Field Office and the FBI.
