Former BOP Correctional Officer and Non-DOJ Individual Indicted and Arrested for Bribery of Public Official, Providing or Possessing Contraband in Prison, Conspiracy, and Possession and Distribution of Narcotics

On July 21, 2021, a former BOP Correctional Officer assigned to the Forrest City Correctional Complex (FCC-FC) in Arkansas and a non-DOJ individual were arrested following a July 6, 2021  Indictment charging them with bribery of a public official, providing or possessing contraband in prison, conspiracy, and possession and distribution of narcotics.  Bryant Phillips and Victoria McConkey were indicted in the Eastern District of Arkansas.  According to the Indictment, from in or about January 2017 through on or about February 28, 2019, Phillips and McConkey conspired with each other and others to knowingly and intentionally distribute and possess with intent to distribute a Schedule I controlled substance.

Also according to the Indictment, on or about January 15, 2018, McConkey knowingly and intentionally distributed a Schedule I controlled substance and provided contraband to an inmate at the FCC-FC, and on or about December 27, 2018, she gave Phillips $1,200 with the intent to induce him to introduce contraband into the FCC-FC.  In addition to the money received from McConkey, from on or about October 3, 2017, through on or about January 11, 2019, Phillips received monetary bribes from three BOP inmates in exchange for introducing contraband to FCC-FC. The investigation is being conducted by the OIG’s Dallas Field Office.
