On June 23, 2021, two BOP inmates previously incarcerated at the Federal Correctional Institution (FCI) in Three Rivers, Texas, were charged with one count each of conspiracy to possess contraband in prison.  One of the inmates was also charged with one count of attempting to possess contraband in prison.  Alberto Aguirre and Kenneth Randle were indicted in the Southern District of Texas.  According to the indictment, from on or about December 13, 2018, through on or about January 29, 2019, Aguirre and Randle conspired to obtain prohibited objects including suboxone, cigarettes, and cell phones for the purpose of selling the items to other inmates.  Specifically, the indictment alleges the inmates sent money to outside associates, who purchased the contraband and mailed it to the FCI.  Also, according to the indictment, between on or about March 11, 2019, and on or about May 29, 2019, Aguirre attempted to obtain suboxone.  The investigation is being conducted by the OIG’s Houston Area Office and the FBI.
