BOP Correctional Officer Pleaded Guilty to Deprivation of Rights Under Color of Law

On April 18, 2023, a Correctional Officer assigned to the Metropolitan Detention Center in Guaynabo, Puerto Rico pleaded guilty to one count of deprivation of rights under color of law. Emilio Rodríguez-Arroyo, who was placed on indefinite suspension from the BOP following his arrest, pleaded guilty in the District of Puerto Rico.  According to the factual statement in support of the guilty plea, on or about November 8, 2021, Rodríguez-Arroyo, while acting under color of law, struck an inmate in the face while the inmate was handcuffed behind his back and shortly after Rodriguez-Arroyo had deployed pepper spray into the area of the inmate’s face.  The investigation is being conducted by the OIG’s Miami Field Office.
