DOJ OIG Releases Management Alert Identifying Concerns at Federal Correctional Institution Terre Haute

Department of Justice (DOJ) Acting Inspector General William M. Blier announced today the release of a Management Advisory Memorandum to the Director of the Federal Bureau of Prisons (BOP) identifying concerns at Federal Correctional Institution (FCI) Terre Haute. The DOJ Office of the Inspector General (OIG) found issues with temperature regulation, sanitation, and infrastructure that can negatively affect the safety and security of staff and inmates at FCI Terre Haute. The OIG’s findings included the following:

  • Temperatures in FCI Terre Haute housing units and cells exceeded targeted set points in BOP policy. In July of 2025, the OIG recorded temperatures in housing units and cells at FCI Terre Haute that ranged from 79 to 89 degrees Fahrenheit (F), well in excess of the BOP’s 76 degree F standard.
  • A food storage area contained evidence of pests. In a food storage area containing dry and canned goods, the OIG found both insects and likely evidence of insect or rodent droppings.
  • Broken or damaged windows in inmate cells and common areas. According to FCI Terre Haute, “window frames at FCI Terre Haute are in a state of disrepair. They are part of the original construction from 1940. They are rusting and deteriorating to a point where they are so brittle that window panes fall out and safety and security of the institution is in question.”

The OIG made three recommendations to the BOP. The BOP agreed with all of the recommendations.
