Dear Mr. Chairman and Senator Leahy:

Enclosed is the report required by Section 1001 of the USA PATRIOT Act, Public Law 107-56. Section 1001 directs the Office of the Inspector General (OIG) to undertake a series of actions related to allegations of civil rights or civil liberties violations by Department of Justice employees. This report describes the OIG's activities in implementing the responsibilities outlined in Section 1001.

This report - the third since the enactment of the Patriot Act - covers the period from December 16, 2002, until June 15, 2003.
