The Violent Offender Incarceration and Truth-in-Sentencing (VOI/TIS) Grant Program, which is administered by OJP's Corrections Program Office (CPO), provides grants to "states," which includes any state of the 50 United States, the District of Columbia, Puerto Rico, Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands, for the purposes of building or expanding correctional facilities and jails to increase secure confinement space for violent offenders.

VOI/TIS funds are available for the following purposes:

The facilities built or expanded with these funds constitute nonfederal physical property. In FY 2000, amounts reflect expenditurers.

As of the close of FY 2000, VOI/TIS funding has support the bringing on-line of 21,265 new beds. An additional 25,832 beds are currently under construction and another 2,158 are being leased. In FY 2000, CPO reached its goal of supporting 30 states in implementing truth-in-sentencing reforms .
