2. Racist signs

Racist signs appeared at the 1990 and 1992 Roundups. The sign appearing in the 1990 Hayward video which said, "Nigger check point," "Any niggers in that car?," and "17¢ lb" was posted inside the campground for an unspecified period of time, although not overnight. The preponderance of the evidence suggests that local law enforcement officers from northern Kentucky were responsible for posting this sign.

In 1992, two different racist signs were posted at the campground. The first, which said "no niggers," was present for a short period of time outside the campground one morning several days before the Roundup officially began. A second sign, which read "nigger checkpoint," was posted briefly near the registration desk the first morning of the Roundup. No information regarding the persons responsible for either sign was located.

While insufficient information exists to determine conclusively, it is possible that a racist sign was posted for a short time inside the campground by unknown persons in 1989 and/or 1991. Hayward's claim that two racist signs were present at the registration desk during the entire 1989 Roundup is unsubstantiated.
