4. Attendance

We next assessed whether actual attendance at the Roundup might have created an impression that a "whites-only" policy was in effect. Larry Stewart testified that he had the "distinct impression" that no black agents ever attended a Roundup. Various media stories alleged that black agents were turned away from the 1995 Roundup. Our investigation quickly determined that both claims were

inaccurate. We sought, however, to determine whether the Roundup was a de facto whites-only event.
