c) Allegation of other racial misconduct
and OIG findings

Although he did not claim to have witnessed the incident, one FBI agent told us he had heard that a black Tennessee Valley Authority (TVA) officer attended the 1994 Roundup but left when someone used the word "nigger." We received no further details or corroboration. Several witnesses recalled that Rightmyer gave a speech welcoming all officers to the Roundup, noting the presence of a black officer, and asking everyone to make him feel comfortable. Rightmyer's actions suggest that few blacks had attended previous Roundups, that those who did might not have felt welcome, and that he recognized that racism among Roundup attendees was sufficiently pervasive to warrant such a special announcement.
