b) Allegation of a person donning a white
hood and OIG findings

This same individual claimed that one afternoon an unidentified person who was standing among a group of people on the left side of the campground pulled what appeared to be some sort of white "hood" over his head. The witness said it may have been a pillowcase. The wearer had it on for "only a minute" before some unknown person told him to take it off. The witness did not see the "hood" again. He did not report it to anyone and did not know who the person was or why he put it on. Given this lack of detail, there is insufficient information to make any conclusive findings about this conduct.
