C. OIG Findings Regarding DOJ Personnel and the Presence
of Racist or Other Misconduct

Because we have concluded that the Roundup was not in and of itself a racist or all-white event and that no significant racist activity occurred before 1989, for those DOJ employees who attended prior to 1989, we found no basis to either directly implicate them in racist conduct or to infer that they encouraged or approved of such conduct.

For those who attended from 1989 forward, we analyzed more closely the employees' knowledge regarding racist activity and the employees' behavior in light of such knowledge. We sought to determine whether the DOJ employees knowingly approved of such behavior in others or sought to prevent such behavior. We also looked to whether employees returned to subsequent Roundups once they became aware of racist conduct. Because the 1990, 1992, and 1995 Roundups were marred by the most significant displays of racist conduct, we examined attendance in those three years most closely. We also examined the DOJ attendees' knowledge of other inappropriate conduct and evaluated whether they encouraged or approved of other misconduct.
