1. Allegations of distribution or use of
illegal substances

The affiants who first made the allegations of drug use or distribution provided leads to two other Ocoee area witnesses who made similar claims. OIG personally interviewed all four persons. In addition, the third affiant, who publicly disclosed himself to be Richard Hayward, contended that ATF agents drank moonshine during the Roundup. Jeff Randall made a similar claim. All witnesses were asked whether they observed any distribution or use of illegal drugs or moonshine at the Roundup. Except for the few reports discussed here, witnesses emphatically denied that illegal substances were available at the Roundup. Many interviewees stated their view that law enforcement personnel would not have been so foolish as to openly engage in such misconduct at an open gathering with other officers and agents.
