d) General findings regarding racism
in 1991

Our investigation did reveal important steps undertaken by Rightmyer in 1991 to communicate a message that racist behavior was unacceptable. Several long-time attendees had complained to Rightmyer about the racism evident at the 1990 Roundup and had threatened not to return unless Rightmyer got the event under control. Rightmyer promised changes. At the beginning of the 1991 event, he instructed the MOB that racist activity was not welcome and that Roundup leaders needed to tell contingents from their various organizations that it would not be tolerated. The lack of substantiated racist incidents at the 1991 Roundup suggests that participants heeded Rightmyer's message.
