9. Misuse of government property and time

Finally, the Washington Times article reported that the Roundup "has been coordinated unofficially for the past several years through the ATF office in Greenville, S.C.," giving rise to allegations that government property or official work time had been improperly used to coordinate the Roundup. The article further stated that the invitations had listed the telephone number of the Greenville ATF office for persons seeking additional information about the Roundup. During the Senate hearing Curtis Cooper alleged that Rightmyer had been admonished in 1988 for using ATF stationery to promote the Roundup.
