ANALYSIS AND SUMMARY OF ACTIONS NECESSARY
TO CLOSE THE REPORT

The internal control finding on the Improper Classification of Unliquidated Obligations (see page 17 of this report) was discussed at the exit conference, and representatives from the Justice Management Division's Asset Forfeiture Management Staff and Finance Staff, as well as personnel from the USMS concurred with the finding. This is a repeat finding from the Asset Forfeiture Program Annual Financial Statement FY 1995 Audit. Although the dollar amount of the improper classification increased from the last audit, the independent auditors indicated that substantial progress had been made towards the correction of the deficiency. This was evidenced by the problem being noted in only two of the 94 USMS district offices versus 11 during the prior audit. In addition, the auditors reported that USMS closing procedures have been enhanced to ensure that significant year-end adjustments by the AFMS will not be necessary in the future for the preparation of accurate financial statements.

Recommendation Number:

1. Closed. Since this recommendation remains open in the Asset Forfeiture Program Annual Financial Statement FY 1995 Audit (OIG Report No. 96-21A), the OIG will continue to followup on it as part of that audit.
