OFFICE OF THE INSPECTOR GENERAL'S
ANALYSIS OF MANAGEMENT'S RESPONSE

On August 23, 2001, the Evaluation and Inspections Division sent copies of the draft report to the Commissioner, Immigration and Naturalization Service, with a request for written comments. The Commissioner responded by memorandum dated September 24, 2001 (APPENDIX III). The INS concurred with all seven of our recommendations. Our analysis of the INS's response to each recommendation follows.

Recommendation 1 - Resolved - Open. The El Centro Border Patrol Sector plan to continue to work with the Mexican Consulate, Calexico, California, to timely repatriate Mexican juveniles is responsive to this recommendation. Please provide us with a report on the progress of this effort by January 4, 2002.

Recommendation 2 - Resolved - Open. The INS plan to provide adequate and approved juvenile detention facilities for the El Centro Border Patrol Sector is responsive to this recommendation. Please provide us with a report on the progress of this effort by April 5, 2002.

Recommendation 3 - Resolved - Open. The El Centro Border Patrol Sector plan to update and consolidate the Sector's repatriation policies into a single document is responsive to this recommendation. Please provide us with a copy of the new Sector repatriation policy by January 4, 2002.

Recommendation 4 - Resolved - Open. The El Centro Border Patrol Sector plan to enhance the completion of juvenile repatriation records by including the date and time of apprehension is responsive to this recommendation. Please provide us with a copy of the new procedures and the modified juvenile manifest log by January 4, 2002.

Recommendation 5 - Resolved - Open. The El Centro Border Patrol Sector plan to report repatriation problems to Western Region headquarters is responsive to this recommendation. Please provide us with a copy of the reporting procedures by January 4, 2002.

Recommendation 6 - Resolved - Open. The INS plan to identify juvenile housing options for those Mexican juveniles that cannot be promptly repatriated is responsive to this recommendation. Please provide us with a report on the progress of this effort by April 5, 2002.

Recommendation 7 - Resolved - Open. The INS plan to develop national level guidelines for the Border Patrol regarding the detention and repatriation of unaccompanied Mexican juveniles is responsive to this recommendation. Please provide us with a report on the progress of this effort by April 5, 2002.
