Attached is the final report on our survey of the Immigration and Naturalization Service's Anti-Smuggling Units (ASUs). Our survey revealed that ASUs perceive a lack of direction from headquarters regarding the anti-smuggling strategy and that the structure of the anti-smuggling program can lead to coordination problems and duplication of effort. We also found that ASUs do not receive adequate resources to accomplish their mission.
We sent copies of the draft report to your office on February 14, 2001, and requested written comments on the recommendations. We have included your comments as Appendix VI of the report. On the basis of the written comments we received, we consider recommendations 1 and 2 resolved-open.
We wish to thank INS personnel for their cooperation during our review. We hope the information contained in the attached report will be useful in your efforts to improve the anti-smuggling program.
