MAJOR PROGRAM MILESTONES

October 1994
  • The concept of an automated inspection lane for low-risk, frequent border crossers is first proposed by INS inspector. Frequent border crossers is first proposed by INS inspector.

January 1995

  • Public Law 1 03-317 goes into effect, authorizing the expansion of land border pilot projects to border crossings in California. Congress previously authorized such projects along the northern U.S. border in 1984.

March 1995

  • The Deputy Attorney General designates SENTRI as a Justice Performance Review (JPR) reinvention laboratory.
  • A 13-member multi-agency management and planning team is established by JPR for SENTRI.

September 1995

  • Regulations for SENTRI's operation, including eligibility criteria, are published in the Federal Register.
  • SENTRI begins charging a $129 annual user fee at Otay Mesa.

February 1997

  • A joint INS-Customs team completes a feasibility assessment of the five SENTRI sites authorized by Congress.

June 1997

  • As part of the Computerworld Smithsonian Awards Program, SENTRI is selected for inclusion in the Smithsonian Institution's Permanent Research Collection.
  • A fee analysis of SENTRI is completed by EDS and submitted to INS officials.

September 1997

  • A cost-benefit analysis of SENTRI is completed by EDS and submitted to INS officials.

April 1998

  • SENTRI becomes operational at the Peace Bridge in Buffalo, New York.
October 1995
  • SENTRI's automated lane operating system is installed and tested at Otay Mesa, California.

November 1995

  • SENTRI's first participants are enrolled at Otay Mesa.

March 1996

  • INS conducts a computer security review of SENTRI and issues twenty-five official recommendations for improvement.

October 1996

  • Vice President's National Performance Review names SENTRI as a Hammer Award winner.
  • Congress authorizes five additional SENTRI sites along the southern border: Laredo, Hidalgo and El Paso Texas, and Nogales and San Luis Arizona.
  • Regulations allowing the collection of user fees for automated inspection pilot projects are published in the Federal Register.
  • Customs completes a "Management Inspections Report" of SENTRI at Otay Mesa.

June 1998

  • Construction of two SENTRI lanes is completed at San Ysidro, California.

October 1998

  • SENTRI is named as a 1997 Semifinalist as part of the Innovations in American Government award program sponsored jointly by the Ford Foundation and Harvard University.

April 1999

  • SENTRI becomes operational at the Ambassador Bridge in Detroit, Michigan.
  • SENTRI begins enrolling applicants at the Stanton Street Bridge in El Paso, Texas.

September 1999

  • SENTRI becomes operational at the Stanton Street Bridge in El Paso, Texas.
