Inspection of the Violent Crime Task Forces
in the Southern District of New York

Report Number I-2000-03

March 21, 2000

MEMORANDUM FOR ADDRESSEES

FROM:   ROBERT L. ASHBAUGH
ACTING INSPECTOR GENERAL
SUBJECT:   Review of the Violent Crime Task Forces of the United States Attorney's Office for the Southern District of New York, Report Number I-2000-03

Attached is the final report on our inspection of the Violent Crime Task Forces in the Southern District of New York. The inspection determined whether the violent crime task forces met their program objectives as identified in the task force proposals and the approved reprogramming requests, whether the task forces expended funds for approved purposes, and whether program managers provided adequate oversight. We sent copies of the draft report to your offices on November 3, 1999, and requested written comments on the findings and recommendations. We have attached your comments as appendices to the report.

On the basis of the written comments we received, we consider each of the four recommendations resolved and open. Appendix VII explains why the recommendations are not closed and what action by the Executive Office for United States Attorneys and the United States Attorney's Office is needed for closure. We request that these two offices respond to the open recommendations within 30 days of the date of this memorandum. The responses should provide the additional information and documents requested. If corrective actions are not completed within 30 days, please provide projected completion dates. Guidance on report follow-up and resolution can be found in Department of Justice Order 2900.10.

We hope our report and recommendations will be useful in your efforts to improve and enhance the violent crime task force program. We appreciate the cooperation of the managers and staff as we performed our review and the comments provided by them. If you have any suggestions as to how we might improve our review process, please let us know.
