Retired Bureau of Prisons Safety and Occupational Health Specialist Arrested, Charged, and Pleaded Guilty to Theft of Government Property

On February 10, 2026, a retired BOP Safety and Occupational Health Specialist, Rebecca Kays, previously assigned to the Federal Correctional Complex (FCC) Beaumont was arrested and pleaded guilty to an Information in the Eastern District of Texas charging her with one count of theft of government property. According to the factual statement in support of the guilty plea, on June 4, 2024, Kays sold shell casings belonging to FCC Beaumont to a recycling center where she received $5,010.20 that she converted to her own use. The investigation is being conducted by the OIG’s Houston Office and the Investigative Analyst of the OIG’s Dallas Office.
