Former BOP Inmate Pleaded Guilty to Conspiracy to Defraud the BOP, Possession of Narcotics with Intent to Distribute, and Violating Terms of Supervised Release

On April 20, 2021, a former BOP Inmate pleaded guilty to one count of conspiracy to defraud the BOP, one count of possession of heroin and fentanyl with the intent to distribute, and violating the terms of his supervised release.  Jason Arteaga-Loayza, a former BOP inmate at the Federal Correctional Institution Fort Dix (FCI Fort Dix) from June 2017 to September 2018, pleaded guilty in the District of New Jersey.  According to the plea agreement, Arteaga-Loayza pled guilty to a two-count Information, which stated that (1) from in or about October 2018 through in or about June 2019, Arteaga-Loayza conspired with others to use drones to smuggle contraband into FCI Fort Dix; and (2) on or about June 27, 2019, Arteaga-Loayza possessed with the intent to distribute over 21 grams of a substance containing heroin and fentanyl.  The investigation is being conducted by the OIG’s Cyber Investigation Office, the U.S. Air Force Office of Special Investigations, Criminal Investigators from the United States Attorney’s Office, and the Department of Transportation OIG.  Additional assistance was provided by the New Jersey Area Office.
