On June 3, 2026, a former FBI Special Agent previously assigned to the Oakland Resident Agency, pleaded guilty to one count of cyberstalking and one count of witness tampering by intimidation. Paul Flood pleaded guilty in the Northern District of California. According to the factual statement in support of the guilty plea, from in or about October 2018 and in or about October 2019, Flood, with the intent to harass, intimidate, and place under surveillance, used different numbers and messaging applications to call and text the victim, creating and using at least 79 different numbers between mid-October 2018 through September 2019, and sent messages demonstrating that he was surveilling the victim and her family. Additionally, Flood knowingly and willfully engaged in conduct meant to obstruct, delay, or prevent; by means of intimidation, harassment, and bribery; the victim from communicating with OIG agents and/or to withhold testimony in an official proceeding. The investigation is being conducted by the OIG’s San Diego Locale with assistance from the FBI Reno Resident Agency; forensic assistance provided by the OIG’s Cyber Investigations Office.
